Well, to begin with, this is probably the wrong category. Ah, well.
It has been said that the Rider-Waite deck is a good deck to start out with, although you generally should just go to a deck that attracts you. Whether it is simply the deck itself or the images or even something deeper, it is up to you. Or, as an alternative, you can create your own.

If you’re drawn to colors and bright images, use the Crowley THOTH cards. They’re eye-catching and don’t have many figures of humans in the deck, except for the Court cards.
Other than that, most amateurs start off wit the Universal Rider-Waite deck. The original deck has been modified several times (some think it’s quite dull and boring) and now there’re the Radiant Rider-Waite and Smith-Waite decks which are excellent for beginners as they do not deviate much from the original.

There is no perfect deck that is best for beginners. Now, there are a lot of beginner kits and decks out there that can help, but in my opinion you are going to work best with a deck that calls to you. Wether it be the colors, the theme, or something else, you need to find a deck that YOU like, not one the someone tells you is “best” for you. Personally, I’ve never used a beginner deck. I use what I like. If you want to check out a variety of decks from “beginner” to chaotic, check out http://www.silverwingtarot.com. They have a huge selection
TAROT CARD DECKS: which do you like most? Opinions and reflections please!?
Sorry for this loooong list- but I want to be thorough! … Which would you like??
To the second answerer:
I know your religious ideas are simply everything to you but you have to begin to consider the fact that there are multiple paths towards ‘goodness’, towards ‘God’ as you call it. Spiritually maturity may be yours if you can drop your stance of judgment and expand your notion of God to encompass more of the beautiful mystery of life/God/existence (whatever)- it would do you good and make you more connected with the real world out there.
Be careful of what you call evil- it is ignorance and a failure to meet other people’s views with humility that causes the most ‘evil’ in the world today.
I am a volunteer, work with homeless people, believe in kindness.
Be part of the solution not the problem.
TAFFY: you are a bible basher and doing more violence than good with that book. Put the weapon down! Fundamentalists like you are a danger to progressive thinking and love.
IAO: Thanks for your input. Yes I agree.
Btw: i meant the first comment for niwnld, sorry.

Pick something that sticks with the standard 78 card types, and has pictures that actually reflect the essence of the card, not things where the 3 of swords picture looks almost just like the 4 of swords picture.

None of them… they are all evil….

Pamela Colman Smith is the deck by which all other decks will forever be judged.
There is reason for that. Most of the new decks are devoid of substance seeming
to aim at some art technique and syrupy new age mush.
Don’t get me wrong there is nothing wrong with new age fortune telling cards but one
should not mistake that for the Tarot.

There are some nice decks there, but I think their meanings will vary from deck to deck,
I would stick with the rider-waite-smith 78 card deck as a base line.
Also if you’ll be giving readings people expect to see a standard deck.
